Became Chief Engineer after joining Central Engineering Services in 1981. Retired as Director General (Works), CPWD, Govt. of India.

Shri Goel has versatile experience in all facets of civil engineering particularly buildings, roads & bridges right from planning, designing construction, project management, monitoring, litigation, arbitration etc. He has worked on many prestigious projects in India and abroad. Have to credit construction of large number of buildings, bridges, road works, water supply and sewage treatment plants, special constructions like chimneys, towers, irrigation structures, dams, barrages etc.

He has played leading role in the prestigious professional bodies like :
• Institution of Engineers (India) –National President during 2003–2004
• Indian Buildings Congress–Founder President
• Indian Roads Congress–Vice-President
• Indian Institution of Technical Arbitrators–Past President

He has been associated with various professional bodies like Indian Council of Arbitration, International Council of Consultants, Dispute Review Board Foundation, U.S.A etc. on Arbitration

He has been Fellow member of Institution of Surveyors, Indian Institution of Bridge Engineers, International Association of Bridge and Structural Engineering, Institution of Valuers, Consulting Engineers Association of India, International Society of Trenchless Technology etc.

He has deep understanding of FIDIC Conditions and Dispute Resolution Mechanism. Delivered Lectures on dispute resolution in National & International Conferences and also as faculty in Training Institutes. He has also handled large number of arbitration cases in their processing and final disposal. He has acted as arbitrator in about two hundred cases and has been Chairman / Member of Dispute Review Boards in 14 projects of Highways, Irrigation, and Sewerage of large magnitude.

Shri Goel worked as Procurement Specialist for the work of Consultancy project “Country Procurement Assessment Report (CPAR), India, India–2000” for the World Bank from December 1999 to January 2001.
